Who will occupy the development?
The proposal, by Mulberry Commercial Developments, is an industrial development with landscaping on the eastern side of Harborough Road.
The proposal will provide flexible floorspace to enable a range of businesses to occupy the units, but the occupier is not known until the application is approved. Local businesses have already expressed interest in occupying the site once completed.
How many jobs will be created?
The proposal will provide an estimate of 630 full-time jobs on-site and 520 full-time jobs in supply chains and through employee spending.
What are the sustainability features?
The Site will be developed to enable occupiers to reduce their carbon footprint, incorporating the following net zero carbon ready and climate change adaptation and mitigation measures:
- All electric scheme to ensure that the development benefits from future national grid decarbonisation and net zero carbon advances.
- EPC A rated building.
- Incorporation of renewable technologies such as solar photovoltaic panels and air source heat pumps.
- Low energy LED lighting scheme.
- Electric vehicle charging.
- BREEAM Excellent rated scheme.
- Sustainable urban drainage measures, including attenuation ponds which will provide amenity features for users of the development and provide biodiversity and aquatic plants and animals.
What vehicle access is there to the site?
The proposal includes new vehicular access off Harborough Road, North of the Magnetic Park Industrial Estate.
How tall will the building be?
The proposed building will be 24 metres (21 metres to the eaves).
Will there be any impact on surrounding environment?
Where the new building will be visible in long distance views, it will be seen within the context of the adjoining existing warehouses and industrial development.
New native trees, thicket and meadow will be incorporated around the new development, which will increase tree cover in the area, while also offering habitat for wildlife.
Will there be any increase in noise?
The Site is in an area where noise is mainly influenced by road traffic along the adjacent B576 Harborough Road and from potential commercial sources from the neighbouring properties to the south-east. The Proposed Development design has ensured that noise from yard activities will be shielded from sensitive receptor locations.
As such, it is not anticipated that there will be significant noise impacts as a result of the Proposed Development, this will be confirmed in the Noise Assessment submitted with the planning application.
Will the proposals affect air quality?
The Site is located in an area where air quality is mainly influenced by road traffic emissions along the adjacent B576 Harborough Road and from potential commercial sources from the neighbouring properties to the south-east. The traffic generated by the Proposed Development will be of a commercial nature, and as such, will travel to and from the A6 due to the HGV restrictions through Desborough, along a route with few sensitive receptor locations.
This distribution is confirmed to be backed up by a Delivery Management Plan.
As such, it is not anticipated that there will be significant air quality impacts at sensitive receptor locations as a result of the Proposed Development, this will be confirmed in the Air Quality Assessment submitted with the planning application.
What impact will the plans have on traffic?
Initial work undertaken has indicated the number of vehicles associated with the development would not have an adverse impact on the local highway network.
A Transport Assessment will accompany the full planning application and will provide an evidence-based approach. Should any impact on the local highway network be identified, measures will be proposed to mitigate.
What are the proposed access arrangements to and from the site?
Vehicle access is proposed from Harborough Road via a new controlled junction.
The existing footway on the north-eastern side of Harborough Road will be upgraded. In the vicinity, this footway will be increased to 3 metres in width to encourage active travel to and from the site.
What are the proposed parking arrangements on site?
Parking arrangements (including car, cycle, powered two-wheel and lorry parking) will be provided in accordance with the current parking policy requirements of North Northamptonshire. Disabled parking provision will also be provided alongside dedicated space for electric vehicles. Parking capacity has been developed to provide sufficient space for business needs and avoid any off-site parking impacts.
